The boundary is part of the product. These exception paths are intentional, not missing automation.

  • It does not decide salary, hiring, discipline, performance or termination.
  • It does not infer a policy answer when the approved policy set is silent.
  • It does not expose employee records beyond the permissions agreed for each role.
